Forbidden Jutsus are Jutsus that has been banned and there is two types of them:

1.first : the Jutsus that harm the user or cause great destruction (like shinra tensei and how it can wipe an entire village)
2.second : unhuman Jutsus (like edo tensei and how it umpurely resurrects the dead with a human sacrifice)

But why are Forbidden Jutsu not Forbidden? I mean some are, but most of the time they are used without restraint. The biggest example of this has to be the Shadow Clone Jutsu, anyone got an answer?

shadow clone is taxing to chakra and can cause harm and worse death

forbidden jutsus are merely frowned upon like edo tensei but it doesnt entail a jurisdictive punishment like arresting the user
