Forbidden Jutsu

This has probably been asked/answered before, but sorry i'm new. Tell me if it has.

But why are Forbidden Jutsu not Forbidden? I mean some are, but most of the time they are used without restraint. The biggest example of this has to be the Shadow Clone Jutsu, anyone got an answer?

They're forbidden in the sense that they shouldn't really be used, however if they're used in situations like life or death or being a naive kid who was tricked like Naruto was then it's fine to overlook it in that instance.

The people who use Forbidden Jutsu in that matter can (I guess) because they are able to handle the side-effects. Naruto, in his case, can do so because of his large chakra reserves.

Forbidden Jutsu are very hard and takes a lot of chakra ..........not everyninja has what it takes to use them.
just like naruto spams shadow clone every time. not every ninja can do it

Not all. Look at Edo Tensei for example. It poses no threat to kabuto..
The reason that they are forbidden is they they are..

A) Inhumane
B) To Powerful to control properly
C) Must be kept secret for obvious reasons (e.i. Naruto's shadow clones could easily create an unstoppable army if it was used by the likes of somebody like madara)
D) or simply pose a danger to everyone around them

Because, its forbidden, however Naruto has x400 more chakra than Kakashi, which means he can use it more than 10000 times a day, due to the reason he has Kurama ( Nine-Tailed Fox) inside him.Otherwise it says forbidden, because you split your chakra in half for clones... and as i said naruto has probably the largest chakra inside him so thats why he spams it ...

Dude, we're not answering questions as to why Naruto spams Shadow Clones, it's not really about him. This is thread why certain forbidden jutsus are not forbidden. But your kinda right that he can have reserves with or without Kurama to perform Shadow Clones.

@OP: There are given circumstances where a user has certain capability to perform a jutsu without harming him/herself. It's forbidden according to the laws of nature or anyone who has high knowledge of the jutsu.
