the chakara is not rotating his body is. Any type of resistance would slow him down. If the chakara was rotating then there would be no need for him to spin. he could just stand there while his opponent gets repelled.But this isn't shinra tensai...its rotation

Neji did not know about lee's gates. gates lee would dominate neji. Anything short of a fully matured shardingan would be ineffective against him.I'm not saying that no weights lee can beat neji but i am saying that no weights lee is faster than neji and by proxy sasuke at this point in time is faster than neji. With the shardingan to top that off he should at least fair better than rock lee in cqc.
and again neji has no long range attacks sasuke can set up a dragon flame while neji is rotating just like he did oro. use the threads to stop his spinning and burn him to a crisp.

I'd agree on Gates Lee winning, that kind of speed is simply outrageous on the rookie level, even Neji can't handle that.

Yeah Sasuke is faster than Neji movement wise but nothing that Neji is incapable of keeping up with reactionwise. Sharingan will help him fare better but it'll only add to his reflexes a bit.

Neji may lack long range but a lot of Sasuke's long range either requires a bunch of prep or is just too weak to be a threat. Rotation should handle the weaker ones and Dragon Flame requires proper setup with threads, which is much more difficult to trap Neji with in a plain battlefield like the Chunin Exam Finals arena as opposed to the Forest of Death. If Neji gets in close Sasuke is hard pressed to properly fight back.

Holy shit guys, this is going back and forth, I haven't really thought much into the match but this is exciting. Both sides bring up good points constantly and win me to their side and responses take me straight to the other one. This has officially become a match between who wins over Joki, GOGOGOGO

That's actually an interesting point, I hadn't accounted for that. Are Sasuke's threads standard equipment though? He used them in the Forest of Death but I don't remember if he ever even pulled them out another time after that.

Either way though it seems like the threads might not be a game breaker, they'd be trouble for Neji if he got stuck but I'd think Byakugan should allow him to locate the threads if Sasuke sets them up. Neji should be swift enough to avoid getting caught in them (as opposed to Kidomaru's web spamming large area of effect traps) and if Sasuke sets them up to impede Neji's attacks then Sasuke would also be at a disadvantage.

Yeah I did take that into account, I said "if" he had his threads, IIRC he used them against Itachi which made me want to question if he actually had them less. But I guess if OP says he can use them in his arguments then he has them.

True in cqc neji has the advantage but its not like sasuke is gonna get his ass handed to him like naruto.He should be able to get out via substitution at the worst. If neji rotates sasuke can use the threads to slow his rotation down and trap him for the setup of dragon flame.
But other than that neji wins this.

Yeah that's true, Sasuke is capable of holding his own but it will certainly be a tough fight. Sasuke could pull off the win if he plays his cards right but it really is dependent on whether he manages to land the threads properly. If he actually traps Neji with them then he gets the win but it's difficult with a battlefield lacking in obstacles to allow for trickier setups. The battlefield itself is small enough where Neji could easily see what Sasuke's up to so Sasuke wouldn't be able to pull out a surprise trap on Neji either.

If blood lusted it would be a chidori off the bat with the faster speed and shardingan precognition 70% he lands it.(mainly due to shardingan)
