How are any of those characters fodder?
I don't know if you're aware of this, but every character (especially those given names by Kishimoto) were created to teach us something and make an impact of some sort.
The Naruto series is not a mindless product simply meant to entertain. If this were the case, Kishimoto would not design his characters in such a way.
