Isn't there a limit on how many people can use Rasengan?

rasengan isnt a kg or anything

But I remember hearing something about using jutsus that's only unique to certain characters... Like limiting the abilities to only some people... Ehhh, whatever. Forget I said anything.

Well, there was supposed to be. Something that limited the use of certain jutsus. Rasengan was one of them. But until anything is concrete, teach him whatever he wants...

they were talking about like sharigans and Kg's and stuff where you can have more than one on a character, rasengan is a technique i believe anyone can learn if given the training
