Yeah Neji is dead since his seal vanished and his eyes should be sealed, I talk about this in my site review.

neji was killed by obito......and he has rinnegan.so there is i chance that we will see him again when naruto convinces obito to forfiet the battle and eventually obito give away his life to bring back to those whom he have killed.
