Also if we go by the analysis of obito the sage himself gifted his 2 sons seperately, 1 sage body + life force the other sage eye + spiritual energy so I don't see why sasuke would or can do so. Like said madara and obito can the ultimate power combining the 2 physically. Then if u take what pa toad and kabuto said it's about controlling nature energy and the requirement is will power and a high chakra level.

Sage mode is within Sasuke's capabilities. He has the chakra reserve, and he would want to for this reason:

Pretty much ALL Uchiha are masters of Taijutsu. That is pretty much as physical as you can get. They Utilize their eyes to prefect this, and many other jutsu's. Adding more power and Chakra is exactly what Sasuke wants.

What is a synonym for Combine? To add. You combine your mind, your physical energy, and the nature's energy. Yes, I know. And, this in turn, gives you much more power and usable chakra. Literally what i said.
The requirements are to have alot of chakra control, and a good amount of chakra. I will go out on a limb here, and say that Sasuke has about the same amount of chakra as Jiriya did when he was not in sage mode.

And i think this is the reason he was able to use Kirin, the lightning dragon. It consisted of the lightning found in nature.

It is a combination of your spirit, your body, and nature.
The toad sage wanted Naruto to have a similar mindset to Jiriya - never give up attitude.
But, that is not necessary to actually learn it. And there will be other teachers who want different things.
Manda wanted 100 human sacrifices just for being summoned. Think of what the snake sage wanted, in order teach oro. All you need to learn sage mode is chakra control and a lot of chakra.

Tobi probably had the Intention of giving him Hashirama cells to awaken the Rinnengan. Since Tobi sees him as a tool. The closest thing to sage mode for Sasuke is the Curse Seal. Will it return? I don't know. The Rinnengan is the next level after the Sharingan.

Juugo's clan is related with the Magic Body gene. So yeah. Magic Eye + Magic Body = Never before Seen Doujutsu or power.
