Nagato is the 3rd Rikudou. The first being the original Rikudou, and the second being Madara, since he's had Senju and Uchiha DNA in him before Nagato was given the Rinnegan.

But what does the RAW say? They are two different translations so finding another translation doesn't make the other one wrong. The OP translation seems to make more sense. #1 The Six Paths don't have number designations, they have names, so connecting "third" to any of the paths would be impossible and the statement meaningless. #2 Especially if Obito believes that either he or Madara is the Second Coming of the Sage of Six Paths of course he would call Nagato The Third because they had a lot in common. He's being respectful even though Nagato betrayed him, he did so out of the persuit of Peace.

If this is true, the rikudou reincarnation theory is wrong. Since Nagato and Naruto where both alive, Nagato couldn't have been reincarnated into Naruto.
