It is a blast of lighting not a bolt that bounces off any object, it is constantly moving so you cant hit it with this jutsu.

But you can't summon it now ^^
and even if you can block the Dust Devil and you can't cause you are defending yourself from the kunais and the wind jutsu, until the time you do that the Lighting Strike hits you. But of course you can think over it.

Still you were dodging something else ^^
maybe you can find a way to make the hit less damaging, but i am doing it while you are defending yourself from something else so you can't dodge it.
Then again, you are way more experienced than I am
