If you use your fire technique when I am still in the ground, That would mean that you used it right after the vortex and did not make clones, because If you had made clones there would have been a brief pause between the vortex and the fire technique. since you had to take time to make the clones, then form more seals for you next series of moves, I should have had enought time to emerge from the ground. so I beleive my move should be legit

This is something I have seen many times and I never knew if it was being used propperly or not, I should probably ask grim. I was always under the impression thet Water encampment wall could only do 360 degrees around you becuase it is a defensive manouver. since the water is blown rom your mouth, it makes sense that it can be made 360 degrees around you, but it would be hard to make it go 360 around me since its basically a water wall to block incoming attacks.

I have never seen (Mizu Sousou)-Water Burial before. It's not in the suiton, ninjutsu, or special lists. is it on another list???

No it's not a custom, but u won't find it in the list anyway.

This is a jutsu that as been use in the shiuupuden movie (if I remember right).

So I've ask BiBi and she said that it didn't needed to be accepted as a custom, but it wasn't mine (anyone can use it).
