Madara did not create the Mazou(shell of Juubi), and the S06P did not create the Juubi...you need to reread some chapters man your pretty mixed up

the S06P stopped the Juubi and split it into the 9 tailed beasts....

Madara unlocked the ability to summon the Mazou when he unlocked the Rinnegan...the Mazou is just a shell of the Juubi
