Actually in Baika no Jutsu Neji wouldn't be able to get to all his chakra points simply because of the high Chouji would possess.

Possible, but that will take much longer...as he needs to literally run all across his body to get to these points.
Also, will it have the same effect? His chakra points are so huge compared to Nejis small palms.

During Ino-Shika-Cho's battle with Asuma, Asuma was only put into that situation because Ino and Shikamaru attacked Asuma in such a way that Asuma wouldn't be able to dodge Choji's punch.

Would rotation work on such a giant punch?

Anyway I think this is a bad match up for Neji since he can't possibly get all those chakra points. We've also seen that it takes a lot of time until the other person can't continue to fight and with someone as big as Choji, I don't see how Neji can easily put him down. Neji will have to jump to get to out of reach places to get Choji but than Neji won't be able to dodge or rotate while he is in the air.

Choji can also fly in butterfly mode making this even harder for Neji and Choji also has more chakra than Neji. Choji wins mid-high difficulty but Neji is probably the better shinobi and has a better chance against those that Choji doesn't.

In this case, chouji's punch is super massive and would cause the chakra of the rotation to collapse on itself, breaking it and hurting the user within it.
