I must point something out remember when zetsu said while watching sasuke and itachi's fight that the sharingan is like a weapon its only as strong as the one who wields it so all because he has ems doesn't mean that hes surpassed itachi remember in that fight sasuke broke out of a mangekyo tsukyomi with a mere sharingan so technically hes not better and another thing every forgets that itachi does have izanami either way imo no sasuke has not surpassed itachi

Sasuke does have Tsukiyomi, it's just not at Itachi's level. Let's not forget how he put A's jounin under a genjutsu for the whole fight, who himself was a genjutsu user. Even after his genjutsu was broken, he still couldn't move properly. Itachi is the supreme master of Genjutsu, save for Madara and Tobi who controlled Yagura - a perfect Jinchuriki - through genjutsu. Sasuke's right EMS may not be as skilled as Itachi, but he is still lethal for any non-Uchiha.

And no, Izanagi wouldn't work on an Uchiha and specially Sasuke. Where are you getting this from? How will this work on him anyway?
