The reason I say this is because
1. In terms of size
if you look at the size of perfect susano, it could not be as big as even a quarter of a village while the biggest defence Gaara has used is big enough to cover a whole village.
2. In terms of defence capabilities
Gaara was able to block a C3, one of the most powerful jutsus in naruto (you will agree with me if you are not a hater) capable of destroying a whole village something which even a tailed beast ball cannot do, without any slight damage to the defence. And again if you are not a hater or a hooked uchiha/madara fan you will honestly agree with me that madara's susanoo will be unable to survive an explosion on that scale.
3. In terms of ease of maintenance and formation
Gaara is able to control a huge defence very easily without much drain on his chakra and is able to maintain it for a very long time while madara can make a susanoo which is smaller than gaara's defence and if he were alive, he cannot maintain it for a long time, it drains much of his chakra, leaves him in pain and takes time to manifest completely.
DONOT FORGET in spite of this already great defense Gaara can also add hard minerals like diamonds, gold, iron, etc to increase the strength of the defence a lot.
I will not be covering there attacks now but if you do your research well and honestly you will find out that Gaara,s sand has greater power than susanoo's attacks.
Lastly, please, be a free thinker do not let what Masashi is feeding you( all the hype, the plot and other inconsistencies) affect your reasoning.
