Ok so other thoughts is that manga chapter 594 "ancestor" when tobi revives the gedo he says feel it with your skin, cuz he sure is
. And the fact that is called ancestor cuz tobis ancestor is the gedo aka juubi

His theory does not require the Juubi to, it had been sealed inside the moon by the time the Sage split its chakra and gave it different forms.

When madara meets with obito he says "well if its you, there is more your planning" because all he is plannin about is revivin the juubi
