Anime episode 283 clears the debate...

Recently after watching the anime episode 282, people started claiming that Minato could Dodge Raikage's attack because he was not at full speed. But in anime Raikage himself said "You are the second one to ever outrun my fastest punch" . Meaning Minato is capable and has already dodged Raikage's fastest punch. Meaning he really is the fastest Chracter in Naruto Uniniverse in terms of overall speed, reflexes and it's use. I mean really to have reflexes to observe Raikage's Punch so minutely as to teleport at the last minute(Proving he has the best reflexes than any other characters).

Also people need to understand the fight that we saw was not the only fight between Raikage and Minato. Raikage developed the impressive of Minato being Undefeatable after several years of fight as himself stated.
I am no Fanboy and this plain fact. Please let me know your

Well, who doubted that? It was known that Minato was the fastest character in Narutoverse stated in the manga as well, we didn't need the anime to show it to us. Now that place's taken by Naruto himself.

Anyone who still debates this is either stupid or just too much of a arrogant fan boy to admit and btw this is not new news the chapter explaining this came out early last year.Although people should of not had to wait for the raikage himself to say it.There will never be anyone faster then the flash he uses space time ninjustu when he uses his flying thunder god he instantly transports to his desired destination.It seems many people on here are very confused about what instant means and space time in general.Minato appears in the next spot before any time goes by he will beat anyone to the punch regardless of how fast they are because minato makes speed completely irrelevant.

Lets say raikage used his speed to arrive somewhere at 00.023 of a second which is pretty fast but minato will still beat him to the punch because (In scientific terms) minato uses ftg which distorts the curvature of space which lets him arrive at any place in 00.000 time.Minato will always be the fastest person in narutoverse for that simple reason
