The first S/T. We don't know what it is, so don't overrate it. Imperfect Edo Tensei. Powerful water jutsu. If Itachi just had Izanami, he'd lose. If he had everything, he'd win. It's kind of hard to compare them seeing as we know very little about Tobirama.

i guess the logical choice is nidaime since he was kage and all but i dont know much about his techniques soo its not really something I can debate, i mean he had space time tech and edo tensei but i dont think his space time was on the same level as minatos or tobis and i doubt his edo was even as good as oros as these things become greater as they are passed down. but hes clearly bad ass soo ill say tie lol
