Amaterasu can burn Tsunade. Tsunade probably will not dodge Amaterasu. However, Amatersu poses as a double edged sword for Itachi. Let's say Itachi does set Tsunade on fire. Amaterasu cannot be as hot as the sun as even a pin head size piece of the sun on the Earth would not allow life within a mile radius and as considering both Sasuke and Itachi were able to continue fighting with a battlefield covered in Amaterasu therefore Amaterasu cannot be anywhere near the temperature of the sun. That said Itachi's stamina is not that impressive. If he does set Tsunade on fire, she needs only set him or his susanoo and by extension him ablaze as we know great deal of heat melts Susanoo and we're assuming Amaterasu is hotter than Mei's lava then Itachi's Susanoo will melt a lot faster. Exposing Itachi to direct damage from Amaterasu. He cannot risk being set on fire as he'd have to continually extinguish it. And from what we've seen with Sasuke, Amaterasu suppression is taxing. Thus Itachi would either be forced to suppress the flames off Tsunade to give himself a better chance of success or to never hit her with amaterasu
