Okay, so I've made a quick forum search, and couldn't find a thread that said what I got in mind. But if there is, I hope you still enjoy my thread
The basics
Okay. So my theory is about why Tobito choose the personality and outfit he did.
I'm gonna asume it's him fighting Minato, and now that we have seen him "mergin" with the Zetsu clones, we can asume it's quite possible.
So my guess is, that he's developing some techniques, while training with Madara/Zetsu. These techniques include the chains we all know too well, the hooded cloak with the mask and Tobito posing as Madara.
While he is doing all this he doesn't think much about his identity - all he cares about is getting the job done while masking his personality, and as it turns out - posing as Madara (Just a nice perk created by Minato).
So why the change of character?
Well, as we all know, the identity of the masked man fighting Minato, and the personality of the "Good boy Tobi" is very very different.
And this is where my theory comes into the play. When Madara died, I think Tobito continued training with the Zetsu's while planning his next move. In this time he also did several things - like convincing Itachi of committing the Uchiha masacre, and controlling the fourth Mizukage

So when it was finally time to go into public, and show himself, Obito needed a plan. He needed an identity - And it's always easier to base your character of someone else!
So my guess is that he though back, and remembered his time with the Zetsu clones. I think it looks like he actully started to get along with the clones, and liking their carefree attitude.
So when he had to create a character, I think he mimicked that of the clones - and since his first encounter with the outside world after the "resurrection" was wearing the twirly Zetsu clone as an armor, I think he used this as an inspiration for the mask - And the fact that it looks awesome when using his Kumui is just a bonus! - And yes I do know I'm being captain obvious here - but just keep on reading
So now that he got his look - he needed the personality. And as I mentioned he had taken a liking to the carefree attitude of the Zetsu clones. Or rather he had gotten very much used to it! So my guess is that's who he borrowed the personality from. And having "grown up" with the clones refering to Madara as a "Good boy", he took that catch phraise to heart (The translation here is a bit different than the on here on the base - but I think it fits alot better).
So this is how he developed the carefree character we've all come to love and miss: Tobi - The good boy!
Again - I know to many of you I'm probably captain obvious right now - But for those who didn't think of this, I hope I shed some light on the matter

Conclusion
So - While I know this isn't rocket science, I just wanted to put my thought out there
Cause it certaintly does make sense for me, and makes me look forward to the further character development of Tobi.
