yeah i guess so heres the full defenation - fuuinjutsu or sealing jutsu is used to handicap the users oppenent. Sealing away there muscles movements chakra and even there KG some seals like kinjutsu are forbidden and are extremly harmful to the user or even needing a sacrfice
