Muu, 2nd Mizukage, 3rd Raikage, Madara, Hiruzen, Darui etc(theres a lot more)

Most of the people on there are obviously not top 20. You should do 30 strong candidates and people choose out of them.
Also it will be based on what character has the most fans not who is actually stronger.

Thanks, didn't notice characters were missing, will add them now. If you can, can you or anyone else tell me which other characters are missing?

& top 30 sounds good, I was going for anything but 10 since its to narrow, and I would like for people to debate and explain why their choice character based on their feats, abilities, etc. belongs in the top 30 to try to eliminate that as much as possible.

C'mon guys, is THIS really that hard for people to understand? I'm pretty sure everyone on NB is in school or has went to school. If THIS is really that hard for people to follow and to go by the directions, you have no hope in life.

I'll give my nominees and keep it relatively brief. I haven't gone into too much detail since 20 characters is a fair amount so i'll limit it to just 10 key shinobi. Do note, this is just a general outline of who I believe should be included, and as such, the order should not be taken as absolute. I'm not going to describe Kabuto with Edo Tensei (rather, Dragon Sage Mode), but do note that he would definately be first on any list where this ability is considered. Hype and feats are included.

Uchiha Madara
It goes without saying really. This man is a fusion of the most powerful Uchiha and the 1st Hokage.

Kabuto - ( クク…　大蛇丸様が作った ダ ン ゾ ウ の 試 作 と はわけが違うよ　マダラよ り 強 かった初代火影…そしてこの二人を 融 合 し たコレは僕の切り札！！この穢 土 転 生 は誰 も止めら れ な い！) -> Kuku... This is different from what Orochimaru-sama experimented on Danzo... Shodai Hokage who was stronger than Madara! The fusion of these two people, this is my trump card! This Edo Tensei can't be stopped!

He's got the most powerful Kekkei Genkai (Mokuton), access to the first and second most strongest dojutsu (the Rinnegan and the Eternal Mangekyou Sharingan respectively) and is also boosted by having an immortal body coupled with limitless chakra. A must for any list really.

Tobi/Obito
Having access to 6 Edo Jinchuurikis (courtesy of Kabuto), the Rinnegan, Gedo Mazo w/7 Bijuu and possibly the most broken Mangekyou Sharingan in the manga is going to make anyone near unbeatable. Again, this isn't really a debatable topic.

Uzumaki Nagato
Again, i'm listing a Rinnegan user. Nagato destroyed Konoha with one jutsu, effortlessly, all whilst being crippled and controlling bodies from a remote location. Chibaku Tensei remains the single largest jutsu we've seen in the manga (bar Naruto and the 5 tailed beasts' combined Bijuu Dama), Chou Shinra Tensei is near unavoidable, and again, the broken-ness of Gedo Mazo cannot be ignored.

Senju Hashirama
This man is currently benefitting from a ridiculous amount of hype from Madara - a Madara who possesses a ridiculous amount of powerups. His greatest rival claims the combined efforts of the Gokage are 'nothing' when compared to that of Shodai Hokage. We've also been fortunate enough to see the true scale of Mokuton based jutsu (such as Jukai Koutan), and it isn't really surprising considering he took on Perfect Susanoo & Kurama and still managed to somehow survive.

Uzumaki Naruto
Naruto has gained some outrageous feats since unlocking Bijuu Mode. His stamina and chakra reserves are unrivalled when we take into account the 9 tails whom he is housing inside of his body. The blast radius from his combined Bijuu Dama is the largest jutsu/explosion in the entire mountain - remembering, the single TBBs from each Bijuu were able to completely incinerate a mountain. He's also shown the ability to make Bijuu & Kyuubi Mode clones, outmanoeuvre the Raikage (who was moving at full speed) with his Shunshin, and large AoE like attacks such as Rasenshuriken and Chou Odama Rasengan (with a single one being said to have the ability to hollow out a mountain).

'Prime' Hiruzen
The 'God of Shinobi' hype cannot be ignored; I feel it would be wrong to leave him out completely. He has the feat of holding his own against three Kage level ninja (though Shodai and Nidaime had their personalities suppressed) whilst in old age.

Yakushi Kabuto (w/o Edo Tensei)
The abilities this man has accumulated has allowed him to make it onto this list IMO. Combining Suigetsu's Hydrification technique, Karin's healing capabilities, the sound four's abilities and, of course, Dragon Sage Mode (and the abilities this grants), makes him a formidable foe for anyone.

Namikaze Minato
This guy porbably has the longest running hype in the manga, spanning all the way back to the very first page. He's been praised by many ninjas (Kakashi, Jiraiya, Tobi, A) for his intellect and capabilities as a shinobi. Hiraishin is a very, very broken technique, and what's often overlooked is that it takes three of Minato's former guards just to perform it - again, emphasisng Minato's skill. He swept Tobi aside during their encounter and managed to protect Konoha from the Kyuubi - impressive.

Uchiha Sasuke
Be sure that when he finally shows the EMS's true powers, Sasuke is going to jump right next to Naruto. Fantastic Enton Manipulation, Stage 4 Susanoo, Raiton variants, Susanoo Arrows, intellect, Sharingan genjutsu - Sasuke is probably one of (if not) the most well rounded ninja we've seen in the manga.

Uchiha Itachi
Among the elite interms of intelligence, two devastating one-shot techniques (Tsukuyomi and the Totsuka Blade), sterdy defence (Susanoo + Yata Mirror) etc. Itachi had to make the list. Only the negative side effects of wielding the Mangekyou Sharingan and his stamina/health problems were really limiting him to be honest.

Others who I believe should perhaps make the top 20 aswell (in no particular order):

Well, I would have to say, Madara should be first

Why: Rinnegan, Eternal Mangekyo Sharingan, Moukuton, He can go toe to toe with Hashirama(Who comes second to Madara currently), Hell the man can summon meteors <-- That should be enough lol.

Hashirama Senju is pure hype from what we've seen but he comes second because he can compete with Madara with his EMS (I don't think he can compete with Rinnegan Madara), and we've seen what Madara can do.

Tobito is next because he was trained by Madara, has Hashirama's cells, Zetsu parts, Rinnegan (He hasn't used the abilities though), MS allows him to be intangible and teleport very long distances in a short amount of time.

Naruto should also be there along with Sasuke because they are basically equal and always will be. Naruto has BM, KCM, Uzumaki stamina and vitality, his shadow clones, and much more.

Sasuke is equal to Naruto and Sasuke has Susano'o, Tsukiyomi, Amaterasu, EMS, Advanced Katon & Raiton, Enton.

Itachi: Obvious reasons

Nagato: Obvious reasons

Third Raikage- Obvious reasons also, He's like a tank mixed in with the fastest thing you can think of that actually moves.

Kabuto- Snake Sage Mode; Sound 4, Karin, Suigestu, and Orochimaru's skills on an inferior scale though; Edo Tensei (To a certain extent, depending on against who). Kabuto just barely makes it. If not him then Minato for his sealing techniques, Rasengan, and S/T.

Only the first 3 are in order; You choose the rest's orders.

Kabuto Yakushi is definitely at the #1 spot, being able to slap the ground and summon Madara, Nagato and Itachi is an auto win.

Obito Uchiha is definitely at the #2 spot, really, without Edo Tensei, Obito would be #1, doesn't really need explaining but I guess we should include all powers in this thing

Now the next few places are under heavy debate, Hashirama, EMS Madara, Nagato, and Naruto.

All four of these shinobi are deserving, and as of right now I'm not going to list them in a particular order, but that takes us up to #6.

Seventh, I feel Itachi Uchiha definitely deserves this spot. With his ridiculous defence, attack, intelligence and strategic ability, he certainly is strong

Eighth has to be EMS Sasuke, people don't like to admit it, but Sasuke with his Susano'o, Amaterasu spamming ways is pretty powerful

These places upwards are again shady, since lack of info means we can't distinguish 2nd Mizukage, Muu and Third Raikage
