NarutoBase: Strongest Characters Nominees

INTRO

I constantly see people's top strongest characters, most opinionated, some factual and a lot that are complete fail and no one able to have a agreed upon list of the NB peers. To end this and for everyone to have a agreed upon list (for the most part), I've decided to start a thread consisting off all the Naruto characters and for everyone to cast their votes on who will be in the top 30. To account for "Fanboyism" on peoples favorite characters, not only vote but also DEBATE & EXPLAIN why such character belongs in the top 30. (I've excluded Pain because he is Nagato, SO6P, SO6P Sons, and summon creatures)

CONCLUSION
Every vote will be counted and updated daily, please keep in mind I may be busy at times on various days and will not be able to update the vote count for up to a full 24 hours sometimes, so help would be greatly appreciated as this is everyone's thread, not mine (Not technically speaking). After everyone has had a chance to vote, debate and explain why such character should be considered top 30, myself and any of you, my peers who decide to help, will total up the votes of each character and the top 30 characters with the highest votes will be put in order according to the number of votes each character has. After this thread is done and the list is made, a new thread will be made consisting of the top 30 characters only in a well presented fashion.

Muu, 2nd Mizukage, 3rd Raikage, Madara, Hiruzen, Darui etc(theres a lot more)

Most of the people on there are obviously not top 20. You should do 30 strong candidates and people choose out of them.
Also it will be based on what character has the most fans not who is actually stronger.
