4. Minato

So what? Minato also uses this technique, very skillfully on top of that. Hes not only FTG user.

Shisui is number 1 for base-speed and would always be number 1 for base-speed. Shisui was feared as "Shisui of the Body Flicker." It is Kishi's words; that is the real logic. You want to see pictures, but everything including the databook and the exception of the Anime, Movies, and Games confirms this. You say Hype, I say F' U. Words matter, not pictures. However, Vs. Threads and etc. is a different story.

With that logic why don't you put Sasuke and Itachi then? Sasuke did that to Naruto and Obito and Itachi when he fought Sasuke. And they did it well, but i'm not sure why Kishi don't let them to perform that more often when they can.

I know that they are very fast as well, I just said my opinion. You can give your own list, thats why I created this thread anyway.
