Give me your top 5, not all of these are complete fodder but wouldn't really be considered as strong now.
1. Arlong, he was one of the coolest characters oda created for one piece and he had an awesome sword but he only showed it for a little bit before getting beat (in a very cheap way I might add) by luffy....luffy didn't really straight out beat him and arlong didn't really go all out nor is it certain that he died, so I wouldnt mind him returning and being a little stronger and taking one of the empty warlord spots.
2. Enel, the entire Skypie arc either sucked or borderline sucked in my opinion but enel was an awsome and somewhat Overpowered character. I think he should return, having fled from Skypie and hoping to track Down luffy for revenge I think it would be awsome if he started his own crew and became a warlord or something as well. Oda shouldnt let a powerful character like that just be beaten without any kind of comeback.
3. Mr.1, yes I know it shows him again during the marineford arc but he really seems to be a character who is much deeper then we see and I think it would be very fitting if he ended up getting a power up, perhaps through some sort of training and then have a rematch with zoro somewhere down the line whenever luffy encounters crocodile again.
4. Gin, remember him? He fought sanji back on the beratie and served under that armored pirate? Well it seemed implied when he parted with the straw hats that they would meet again so I say he turns up as a new rookie with a bounty higher than sanjis now of around 100 mil maybe like 90 or something. Maybe he could have eaten a devil fruit that turns his arms and fists into mace and chains and then he has a rematch with sanji. Maybe he could be on one of the current rookies crews we just haven't seen him yet or a new different one or maybe even captain his own now.
5. Captain t-bone, I probably didn't get his name right but remember how strong he seemed with that ship cutting tech in the water 7 arc? Then zoro just beat him with one blow like he was fodder.....I think he was a cool idea for a character and should return to have a "true"match with zoro. I think I saw him a litte during the marineford arc but even then it wasn't much.
6.lucci, this guy was the coolest and greatest villain so far in my opinion and luffy barely beat him, IMO that battle could of gone the other way on a different day I think they were really equal back then, although Ik luffy has haki now and other more powerful moves but still lucci should definetly make a comeback!

Now keep in mind i am only up to the fishman island arc so some of these might have already made a comeback and I just don't know about it because I'm not quite caught up yet, so if they haven please tell me, now what's your top 5?
