You are aiming this at the ground in the hopes of blinding the opponent by picking up dust and dirt from the ground. Though if you are standing in water what would happen?

While this is "almost" the same as above, you are able to switch body position and posture when using this. Not enough to blow you out of a single range like short to mid, but simple turning to regain balance and such. Can use it by aiming the ground again to blow dust and dirt at the opponent
