Probably Kakashi high difficulty because I am pretty sure that gold dust is slower than Gaara's sand. Also didn't the 4th Kazekage get one shotted by Orochimaru and Gaara at different times.

his gold dust isnt slower,he uses magnet release unlike gaara,he can use the magnetic force of repulsion to make his gold dust super fast,it's just that gaara's auto defence moved faster,or use his magnetic force of attraction to instantly summon gold dust and any magnetic thing towards him.

He was ambushed by oro,and kimi was there with him as well,also he had his robe on meaning he was probably meeting with oro to discuss their plan before oro ambushed him,and he basically let himself get captured by gaara,i mean he created a gold dust wave in a second to stop gaara's sand tsunami,that's cool,why didnt he do it again?.

its not slower, its just denser which causes the gold to be able to stop it. 4th kazekage took down full shukaku rampaging by himself. kakashi barely could scratch the V2 edo jins.
