DISCLAIMER: I'm not trying to underrate Hashirama, or whatnot. I'm just gonna show that Kabuto's statement on Hashirama being the strongest Shinobi isn't credible enough, due to Kabuto's many contradictions. Hashirama, in my eyes, is still more or less in the top 3. And I'll be using mainly VIZ scans to keep the thread clean.
The statement I'm referring to

"There is no shinobi alive today who is as powerful as the first Hokage, Senju Hashirama."
Why it's contradictory
1. Kabuto himself is a contradiction
2. Kabuto and Madara contradict eachother
3. Kabuto's not credible enough to judge other peoples' strength
First off, only a few hours before making that statement, Kabuto claims himself to be invincible, as we can see here:
If he considers himself invincible, he considers himself stronger than any other shinobi. On top of that, Kabuto, at the time of making that statement, had multiple Edo Tensei pawns on him, including Edo Madara (who I'll get to later), so saying that Hashirama is stronger than Edo Madara and whoever else Kabuto had out is just stupid and invalid, because Hashirama was more or less equal to EMS Madara, NOT Edo Madara and the rest of Kabuto's army.

Right after claiming Hashirama to be stronger than any shinobi alive today, Kabuto goes on to say that Edo Madara is a union between Hashirama and Madara, implying that Edo Madara is stronger than both of them individually, as we can see here:

that Hashirama still stands a chance against his current self. It's impossible to take all three statements together. Kabuto alone contradicts himself, and throwing in Madara's statements makes it even more confusing.Seeing that Kabuto is seemingly inaccurate on the strength of his own lab experiment and himself, as he continuously contradicts himself and Madara, he's in no position to judge others' strengths. So people such as Tobi can not be put under Hashirama through Kabuto's statement alone, because Kabuto's full of contradictions. Hell, no top tier such as Nagato, Tobi, and Edo Madara should be put under him on those statements alone (Hashirama still > Nagato, and >= Edo Madara), because of the contradictions going on between Kabuto and Madara, and because Madara might have been referring to the past.
TL;DR/CONCLUSION: Kabuto seems to thing that himself, Hashirama, and Edo Madara are the strongest all at the same time. Waaaay to contradictory to be considered a credible statement. Added to that, Madara, going against Kabuto's words, possibly thinks that Hashirama can still beat him. So Kabuto's statement against loses credibility.
