Did you not read the page, Mito helped Hashi too, he had backup as well and still he just barely beat Madara. Plus you act like Madara is weak compared to Hashi, he's not, without the Kyuubi they're basically on equal footing with Hashi barely stronger.

I'm focusing on the could because it's the most important part. And the "ever" I interpret as during his lifetime because in the panel before, Tsunade says, "He's so strong, I can't believe my grandfather fought him."

Seeing as how Tsunade is referencing the past in the panel before when Hashi and Madara were still alive, I see it as Madara telling Tsunade that in his time in the past, only Hashi could stop him.
