By the mask smashing point Tobi was on his own effectively nullifying that handy ability thus another reason the attack landed! Anyhow speed is speed if Naruto is quick enough even seeing th eblow coming is not enough u have to react to it as well. Message from brain to said body part etc etc all the while a man moving at ridiculous speed who is next to you throwing a punch! Yeah not much chance either way to be honest.

I am still analyzing the 2nd scenario and can not come to conclusion, Preta is also an instant ability, edo Nagato used it while being hit by Bee v2, and he absorbed his chakra without taking damage.

It was a completely different case ..Nagato was literally an emotionless killing machine , a puppet and Kabuto had full control on him , Tobi was too shocked to think of anything because he had no time to react .

lol i guess so , but actually what he was saying about being fooled by Kakashi that was put in 2 separate panels , in the manga time happened in a mere second ..that's what I meant by " he was too shocked to react " , he was so shocked that the only thought in his mind was about how he was fooled so easily for the second time .
