Now first of all , the only reason I made this thread ..is because of the fact that there are many people that are confused about something in the latest chapter and they keep creating threads about it , I've posted a clarification on this subject in another thread but unfortunately not many saw it , so this is just to clear up the subject hopefully for good ..
so , this is for people that are confused about the reason why Tobi didn't use the Rinnegan at the last page of the latest chapter and why he didn't use the Paths' ability during the whole battle ..
I'm gonna start with the reason why Tobi didn't use the Paths' ability during the battle :
now if you look at this page from chapter 567 (Page 13) {This is right after Kakashi and Gai arrived at the scene}
here Gai is wondering why Tobi isn't using the ability of the Paths like Pain ..and the answer (as observed by Gai and Kakashi) is that : Tobi already knows that they have counters for the abilities as they already have information from when they fought Pain , now you will say that they can't have counters for every single thing , and that's indeed true ..but the thing that you are over-looking here is that ..Tobi is not like Nagato , Nagato is an Uzumaki , and the Uzumaki are known for their huge chakra reserves ..that is the reason why Nagato controlled the paths and used their abilities freely including jutsus like : (Chou Shinra Tensei , Chibaku Tensei) , now I don't think Tobi is an Uzumaki ..so he can't risk using the abilities knowing that they drain huge amount of chakra ..and besides that , he was controlling 7 Jinchuriki with their Bijuus ..and that alone drains an excessive amount of chakra ! .
Now for the second part , Why didn't he use the Preta path to absorb the Rasengan :
now the answer is really simple .. What you're all over-looking here is that Tobi had absolutely no time for him to react ... Naruto was so close , because he is Insanely fast in Bijuu mode , he was literally in front of his face !

Tobi didn't use the Paths' ability from the beginning of the battle : because he doesn't have huge chakra reserves like Nagato(who is an Uzumaki) , and he was already controlling 7 Jinchuriki which alone drained an excessive amount of chakra from him
