Like Jiraya said it's not the number of jutsus that determine the outcome of a fight. Like Minato said, timing is important in a fight, the one who has better timing wins. Minato is much more faster, has better reflexes, smart and tactical in a fight, can warp or deflect attacks(possibly even send it back to his ennemy) with his barrier ninjutsu or simply block them, like he can also teleport himself instantaneously thanks to FTG
