Not for certain, and going by the events throug out the entire manga, Sasuke appears the most likely to be the final villain.saskue is like vegeta

sasgay is unique in his own way he might even become final villain,but puting him aside i think kabuto is going to be final.(by kabuto i mean orochimaru)saskue is like vegeta
i think it is going to end as it started from orchimaru to orochimaru...orochimaru was the first straight enemy and he will be the last...

and i dun think that any of those is the final villin i have a feeling that part 3 is comeing
i am sorry but i think it is none of them. i think it is sauske. if you take a step back and look at the entire story, it is the interaction between naruto and sauske. even their elements and advances are balanced with each other(wind with fire/lighting, sage mode and MS. eventual mastery of kyuubi with EMS). they are the two characters that influence each other the most. even thier development does(naruto no family to family sauske family to no family) they are circling each other and will eventually develop to the point that they will have an encounter that will decide it because once the sauske thing is settled(if by death or acceptance) the only thing that will be left is the conclusion of the story becuase then naruto will assume his role as hokage.
