I was watching the anime episodes when Sai first appeared, and Danzo came to Tsunade about the mission to get information on Orochimaru. I thought of these things...

Danzo is supposed to despise the people who follow the 3rd Hokage's teachings. Because they differ in their beliefs on how to run Konoha, and to protect it.
Tsunade was chosen by the 2 elders, but I question if Danzo involved in choosing her?
Supposedly, Tsunade believes that Danzo doesn't approve of her. But I think he does. With Orochimaru and the spy, no one was supposed to know about it.
Until Shizune went to the 2 elders with the issue... only after, did Danzo make an appearance.
THUS... he either is working in coordination with the elders, or he is spying on them... I choose to believe he is working with them.
Danzo knew that Tsunade would appoint an ANBU to be Naruto's new jounin leader. Because she was suspicious of him. And we never saw Danzo appear to be upset at how things were playing out... I think that Danzo was happy to see Tsunade go after Orochimaru... instead of playing possum like the 3rd Hokage...
In later parts of the manga, we see the elders and Danzo disagree with what to do about Naruto with Pein being around... and it seems like the 3 elders are working together in some way...

The ninja trained by ANBU Root, such as Sai and his brother, were "groomed" to be emmotionless.
Remember when Sai met Sasuke for the first time....? He stared into the sharringan's eyes... and Sai fell to his knees. He fell to his knees out of FEAR, but he did not know what that emmotion he felt was.
I would like to pose this theory... that Sai and the other ninja trained in the same method... were done so to over come the enemy of Konoha, the Uchiha Clan...
