Naruto's got everything at the moment and only two characters alive he can't beat are Tobi and Madara. Sasuke, on the other hand, isn't that poweful yet. Yes, he belongs in top ten, but Naruto is currently in top five (not including Sage and his sons, that's just stupid and irritating).

If Mr. Kishimoto wants Sasuke to get on equal terms with Naruto, he has got to give him another power-up, and logically, that would be Rinnegan. Without it, honestly, Sasuke wouldn't last long against Naruto.

There's a difference between skill and power. Sasuke's the more skillful fighter and always has been, but Naruto has more power.

Sasuke got totally pawned by Kakashi in Part 1 Bell test . . . Kakashi was never beaten by Sasuke . . . So Kakashi is better . . . Also Sasuke ran away from Gaara in part 1 and was saved by Gaara in Part 2, so Gaara too is better than Sasuke.

Gaara happens to be Jinkchuriki of Ichibi so its in his rights to use Shukaku Powers . . . anyway Sasuke wld have been dead if Naruto didnt arrive for help and that counts for help.

Naruto willingly hit Sasuke on the forehead as Sasuke challanged him that he wont be able to lay a finger on him. Naruto's mission was never to kill Sasuke rather to bring him back. But that hardly matters. But do note that Naruto didnt summon Gamabunta . . . so Naruto was not at full power.
