Since he won against people like Danzou, found a way to defeat Orochimaru and handled five kages, nobody can call him weak but he is too cocky and that might get him in the end. He should not underestimate Naruto and overuse his powers as he did first time when he needed new eyes. If he becomes a calm, thinking strategist with a little more training and respect for his enemy, he is one of the strongest.
