Well, I've seen many people claiming that the Juubi is the power of the Rinnegan, since a Rinnegan user can summon the Gedo Mazo where the Bijus are sealed in.
This is all in all wrong. The Rinnegan is able to summon the statue of Gedo Mazo, able to ban away the Chakra of Bijus and to use their power in an actual fight. This counts only for the Gedo Mazo which is not in the possession of all Biju, because an incomplete Gedo Mazo stays the summoning of the Rinnegan with the Bijus which are banned inside of it.
But when Gedo Mazo becomes complete, Juubis awakening starts, as seen in the first pages of the recent chapters. Right after its reviving Tobi plans to seal it inside himself in order to become its Jinchuriki. But once the Juubi is awakened, nobody is controlling it. Kurama described Juubis awakening also as the end of the world, since it isn't the Rinnegans summon in form of a statue which only holds the Bijus chakra anymore.
