Logical speaking than it isn't Tsukuyomi. Tsukuyomi main attributes is its ability to alter the recipient validity / perception of time, while in "that" world. That is what defines Tsukuyomi, and why it it such a powerful genjutsu when caught. So if Sasuke cannot alter the recipient sense of time, it isn't Tsukuyomi; thus Sasuke does not possess it.
But Danzo - who obviously will know what Tsukuyomi is - admitted that Sasuke had it. Sasuke's one is still a Tsukuyomi - but the level of time control is not on the same level as Itachi's.

Tsukuyomi is a genjustsu that puts the victim in a world completely comtrolled by the user. However, Itachi's prowess enabled him to perform it to such an extent that he could alter the victims own perception of time. Just because the first time we saw it used it was Itachi - everyone is judging the base power to be equivalent to that. We know that Itachi was a genjustsu god, so clearly, although Sasuke can put the victim in a world controlled by the user - he cannot alter the victims idea of time.

Correct me if i'm wrong but didn't he use ti against the cloud guy when he was searching for bee? It doesn't technically show him using it but it does show him using EMS and then saying something about his eyes.

See at least you gave valid proof and not something from naruto wikia or the "databook".. Nice point but im still not convinced =3 Theres still loopholes.

I agree we haven't really seen a solid use of it by Sasuke. But the only standard of Tsukymoi we have to go by is Itachi's and I just think his was just really really strong and we expect everyones to be like that. Sasuke's just isnt as good.

I see where your going, but its just a theory i've been thinking of and I wanted to see what people said on NB, but i get flamed instead...

If you are referring to the Danzo fight, then Sasuke didn't do that he used a MS genjutsu. Another thing I keep saying is that whenever Tsukuyomi is used it is said so, but when Sasuke uses his MS genjutsu it isn't stated as Tsukuyomi why is that? The author has had numerous opportunities to state that Sasuke has it, but hasn't why, simply because he doesn't have it.

Secondly, each MS technique is named after a Shinto God, so what sense does it make to give Sasuke four ( Amaterasu, Kagutsuchi, Susano'o and Tsukuyomi) and Itachi three ( Tsukuyomi, Amaterasu, and Susano'o) ?
