Well, it depends on the way you look at it.
Haku's overall score is low for the mere reason of his physically inferior attributes. His Riki (power) skills are at 1.5, whereas his Taijutsu skills are even just at 1. The same goes for Genjutsu. But Haku is not a hand-to-hand combat type, nor is he a Genjutsu type, so those feats don't really say much. After all, he was a mere child when he died.
However, his intelligence has 4 points, which is considerably high: It exceeds that of Hebi Sasuke, who has shown impressive strategic and analytical skills against Deidara and Itachi, 0.5 points. His speed (4) is only 0.5 points inferior to that of Hebi Sasuke, who moved incredibly fast. His 4 points at seals are quite remarkable, as well. Ninjutsu skills of 3.5 aren't bad, either. He's capable of using Sensatsu Suisho, those flying water-needles he activates by steping onto a water source, which is classified as B-rank; and B-rank techniques are considered Jounin level. Not to mention that his anatomical knowledge isn't considered in his stats.
Haku was a real prodigy. After writing all this I'm convinced that he beats those three.
