He is very underrated and he can beat any one of the kages in a 1 VS 1 even without KA.

Um sasuke cant beat all kage and danzo is much higher than most of those because of his 11 lives and shisuis eye can also be used so 12 but yea he would kill jaraiya

Hashirama is the only Kage that I think he stands no chance against. Tobirama, Minato, Hiruzen, and Onoki are all in the same tier with Danzo imo, so I think it would come down to circumstance (Knowledge and Plot). Tsunade is also in that tier, but she specializes in support so she'd loose to Danzo in 1v1 combat. The rest I consider a Tier or even 2 Tiers bellow him in extreme cases like Mei.
