naruto is a jinchuriki so yes he is going to have immense strength and gain the attributes but naruto only has half and he was only able to accomplish a bijuu chakra mode version.
naruto may be strong but how can he protect him self from sasuke.
sasuke has an advantage with blaze release and his eternal mangekyou sharingan.
sasuke sword can easily cut pillars with a incomplete susanno and also cut wood release and it has even been furthered to upgraded when he obtained his eternal mangekyou sharingan he should be able to peirce naruto chakra tailed beast form.

the other thing is that if naruto actually tried to go in his full mass transformation head on with sasuke with his sage mode, sasuke can just use amerterasu or blaze release Magatama to hit the nine tails once used and the target is going to incinerate and the blaze release magatama version burns threw you faster.

so sasuke can possibly break threw naruto skin with his eternal mangekyou sword and with his arrow witch cut threw would release and is actually fast.
so in bijuu mode i think sasuke can actually have the advantage like when sasuke went up against bee when he was actually got to know his mangekyou powers and used amerterasu.
for the nine tail cloak naruto, the eternal mangekyou sharingan can still read naruto movements, naruto is only slightly faster than the 4th raikage that is all he just went ahead of him in speed now,Every time the sharingan gets an upgrade it gets faster at predicting your movements than before.

just like how sasuke when he was a kid in curse mark with a immature sharingan upgraded and saw the movements faster and when sasuke got his mangekyou he could actually see bee's movements but couldn't protect himself against bee special swords since it was too fast and how they were arranged.The curse mark sasuke would not even have time to even predict those movements but since his sharingan got upgraded he can so sasuke eternal mangekyou sharingan can see the raikage movements and also should see naruto's since madara ems can actually see onoki's light weighted raikage combos a times and the raikage and onoki speed is faster than naruto kage mode speed, the raikage is super light which makes it look like he teleported.
if sasuke takes on the cloak naruto he has options and can take naruto down with blaze release to use amerterasu to hit naruto or surround himself or use genjutsu and naruto won't escape genjutsu because naruto is not a perfect jinchuriki yet he still hasn't perfected his bond with kurama.

so yes naruto can fall victim to sasuke tsykuyomi which sasuke has itachi's eye naruto can't escape this unless he is like bee.
basically sasuke eternal mangekyou sharingan can see nine tail cloak naruto's and sasuke can use genjutsu since naruto is not a perfect jinchuriki and if naruto goes into bijuu mode sasuke can just use his susanno and use blaze release like Blaze Release Magatama to burn naruto fast or if naruto comes up to him sasuke can just manipulate the shape to make naruto touch amerterasu and naruto will burn until he is deafeated or get hit with susanno sword which could slice peirce naruto or even use genjutsu to capture naruto since naruto is not yet a perfect jinchuriki since he needs a perfect bond and he is no there yet and which is why his bijuu mode is 5 minutes.
so i don't think sasuke is really outmatch by naruto but will be close in a match.
