Yes. While itachi is stronger than 3 tomoe tobi he would against him because itachi can't touch him and tobi would kill itachi in those before the 5 minutes limit is over. Only fast people like Minato and Naruto can hit tobi.

you mean when itachi was a little kid. the kyuubi was in the leaf village and was akatsukis target. itachi was the only thing saving naruto from the akatsuki in part 1.

With full knowledge, Itachi might be > Tobi. Without full knowledge, Tobi > Itachi. That's how I see it. But there's the point that Tobi might have been talking about Itachi ambushing and killing him without a proper fight. Tobi might have been implying that if Itachi knew that Tobi was "Madara" he could have assassinated him.

ill go on a limb and say that izanagi was one of tobis secrets that were kept from itachi. itachi has izanami which is made to counter izanagi users. im not sure if izanami will affect tobi like it did to kabuto though. tobi does seem to be overconfident and full of himself and that is a trait izanami was made to prevent.

im pretty sure tobi isnt lieing to himself about who he is or trying to be someone else, being overconfident and full himself doesn't mean izanami would work on him.

Itachi's main goal was Sasuke since he knew he was dying. I don't think he wanted to risk fighting Tobi and possibly losing and risking it all. Plus if he did that then he would have had the entire Akatsuki on him if he betrayed them. Itachi claimed he only joined Akatsuki to gain information on them and what they were planning which is another big reason why he didn't attack Tobi. Its probably why he made the pact with Tobi as well. To keep Naruto(9tails) and Sasuke safe. He was trying to prevent a full out war with Konoha but at the same time gaining information on Tobi's objectives I guess.
