as far as we know they said sealing someone was the only way to make sure
that they never come back you have to seal people who are impure resurrected
so that they never can be resummoned,
Oro on the other hand is "i think" the only one ever to be sealed
and brought back i think he is on the same level as Madara and the First Hokage

No, just , no.The only reason Orochimaru is back is because he left his curse mark on numerous shinobis.Orochimaru has never shown the power of Hashirama or Madara;which is why Orochimaru spent so much time experimenting with Hashirama's cells and why he wants Sasuke body so much.What Orochimaru is is a great scientist who spent years collecting information on other shinobi's jutsus and powers.With that knowledge , Orochimaru tried to make himself the most powerful shinobi but he hasn't achieved that status.

Maybe, idk though. Tobi seems more of the main villain in the end. Oro wants power and Tobi's goals are a bit deeper than power. Though its Tobi, you can never tell. Some instances have hinted him being a total psychopath.

Your comparing him to someone who is capable of taming multiple tailed beasts at a time and as Madara put it "changing the landscape around him". And then your comparing him to the greatest Uchiha ever and someone who unlocked Rinnegan by himself. Oro is obviously vastly more powerful then orginally thought but he couldn't defeat either Itachi or sasuke so hwo could he possibly fare against madara. I understand that he had his arms locked when sasuke "beat" him but he was at no such disadvantage when he fought itachi. Oro is great but we are comparing him to two gods.
