I think that at the time of the sage the world was united and the younger son inherited rule over the land. However after the sage's death the elder son started fighting and the land was broken up into smaller countries. This would also lend itself to Naruto inheriting the body and will of the sage and being able to reunite the countries into one land. Just my theory.

really it seems like its the sage fault he just could have named them both his successor and then it would be no course of hatred and senju and uchiha and the leaf would have 2 hokages

IMO Madara's situation is different, becoming Hokage gives you access to alot like the village and all its secrets, being the big man that makes all the decisions is an important spot.
But i guess the Elder son is just a Buuthurt noob lmao...
