If Sasuke doesn't have Susanoo up, he can use Chidori current to stop Neji in his tracks.

See the range of the jutsu. Neji won't be able to touch Sasuke. Also, don't underestimate the abilities of the sharingan combined with Sasuke's speed. Once Neji is stunned by Chidori current, then Sasuke can finish him off. How does Neji get past it? Find a logical answer or gtfo.

But it doesnt have an attacking effect, watch neji vs naruto. An the byakugan can see his chakra so he'll know when somethings coming an use rotation as defense off instinct. So since he can see it, he can defend against it

Base Sasuke and Neji are just about equal, and even then Sasuke has the edge in the match up. Sharingan and Byakugan have great abilities that makes them about equal in powering a person up. MS is much more powerful than Byakugan.

Yes he may have time. This would also stop his attack, which gives Sasuke an opening. Sasuke has a larger ranged attack arsenal than Neji, who specializes only in close combat. This is a bad match up for Neji.

Yes he did when he was fighting off zetsus with some other people he ran up to them and used Rotation on them.

The power of neji's air palms would would stop and or defect the true spear an any other ranged attacks that sasuke has except kirin which he probably wouldnt use or be able to get off. Deflection is one of the air palms main uses if you look it up. Neji can an will counter anything sasuke can do with EMS an his only way of winning will be suasnoo or he out last him. Which want happen if he gets hit with palms.
