Hi everyone, so I just want to throw some ideas out there cause Kishi's dialogue never makes any sense to me lol
Basically this is how I interpreted the last scene of the chapter:
So now that we established that Orochimaru is not the one who knows everything, who could Sasuke possibly want to meet. What does he want to know? We have to analyse what motives Sasuke might have now. So Sasuke is going through a dilemma, an identity crisis. He is trying to reform his identity after finally getting some honesty from Itachi and finally understanding his brother. Sasuke mentions village, clan and shinobi because I think Sasuke is trying to figure out the actions of Itachi, The Uchiha Clan and The Leaf and why all that happened had to happen. Like what was it all for. Uchiha's decision to revolt against the Leaf, Danzo's order to massacre the Uchiha, Itachi's choice to protect the leaf despite his Uchiha heritage.
And who might he want to see to figure all this out? Uchiha Madara of course. Co founder of the Leaf, instigator of hatred between Uchiha and Leaf and the reason why Itachi had to sacrificed himself. Also Sasuke has a flash back of Shisui who says "Protect the Village and the Name of Uchiha" and Itachi who says ""Leaf for life biatch" and then immediately says "So Madara is still here." I believe Sasuke is trying to understand the conflict between the Uchiha and Senju and why Itachi chose the Leaf over Uchiha. Who else better to talk to then the guy who is a Uchiha and the creator of the Leaf. Madara knows everything about the struggle of the Uchiha and their relationship with the Senju.
Anyways I believe that the scroll has something to do with the theory that Eternal Mangekyo will lead to Rinnengan, and the connection to Sage of Six Path and Sasuke wants to find Orochimaru to help him gain it or defeat it, Iunno. What's important is SASUKE WANTS TO MEET UCHIHA MADARA

- Juugo tells Sasuke Endo Madara is still around
- Sasuke has flashback of Shisui and Itachi and says so he's still here.
- Suigetsu hands Sasuke the scroll and he reads it and he says "this is it, the one who knows everything"
- Sasuke then says "ANYWAYS I must meet with Orochimaru" and he says he needs him to to do something
- Sasuke finally says, "I'm going to meet the one who knows everything"
