I'd actually say he's underrated. When threads about 'Which member of Konoha 11 could fight Sasuke' are made, I think it's pretty clear. But then you have those who overrate him and compare him to people like Nagato.

Honestly it's from my perspective but I can remember more threads he's been underrated in than vice versa. I think this will change if he fights Kabuto for real in the future chapters.
