Can the dead soul reaper tech. kill Madara?

Remember that it was created by Minato, and maybe it was written on one of those scrolls with secret forbidden jutsu, which every Hokage has access to.
And besides that, the jutsu is a one hit KO so there isn't such a thing as to live and tell the story. And if someone was to watch Minato perform it he would only see random handseals as the Death God is invisible to those that don't come in contact with it.

I'll answer the questions in order. First, the Death Reaper Seal (DRS) created by Minato, using Uzumaki knowledge/influence most likely, has sealed a variety of souls and objects. I see no limitation on the jutsu sealing ET Madara.
As for who would perform it. Of the 5 Kage, assuming it's one of them, only Tsunade has the possibility of knowing it; thus, I'd have to go with her.

I don't think anyone knows it and also it is very risky you have to make sure the person you use it on is not a clone so it can't be used straight away in a battle.

That's a great question. I think that yes, Madara would be able to be sealed by that technique, theoretically. However, as we saw in the battle between Hiruzen and Orochimaru, the victim can fight back, especially if the caster is weak. Orochimaru was able to survive with only his arms sealed, because he was stronger and had more chakra than Hiruzen did.
With that in mind, Madara is in much better condition than any of the kages. Maybe Raikage or Tsunade (after Dan's intervation) has chakra left enough to do it.
Also, one other thing to consider is that it's not a well-known Jutsu. Minato learned about it from an accomplished Uzumaki, a clan that is known to be the best with seals. We also know that Naruto's seal is much more advanced than Killer Bee's seal. This suggests that Minato indeed was much more skilled with sealing than anybody in the hidden cloud village. We don't know what kind of seal Gaara had, but nobody ever mentioned that it was particularly noteworthy.
Also, the reaper death seal is referred to as being "the Fourth Hokage's jutsu", though that may be because his was the most famous use of it. Also, even Orochimaru didn't know what the seal was before he got caught in it, and Orochimaru made it a point to know many chakra from many places in the world.
All together this suggests, but does not confirm, two things: That that the leaf village, with it's historical ties to the Uzumaki clan, probably has the best sealing abilities of all the villages and that the dead reaper seal is probably a village secret kinjutsu that other villages do not know about.
We don't even know if Tsunade knows the jutsu. However, if anybody on that battle field knows it, she's probably the most likely one.
However, since Tsunade has gotten her chakra back, and since she is the team medic, AND since we know that Madara might survive the jutsu and continue the attack, Tsunade is the worst person to attempt it. The other kages cannot afford for her to die before the battle is over. Oonoki, if he is out of chakra and cannot use his dust techniques any more, is probably the most worthless on the battlefield right now. But then again, if Oonoki is so weak, he probably doesn't have the chakra necessary to seal Madara. Mei is looking pretty exhausted too. The Raikage is one of the most important offensive fighters on the team (especially if Oonoki is out of chakra), AND he doesn't have a second hand necessary for perform the hand signs.
Gaara might have some strength left over, but Gaara isn't a close-range fighter and would have trouble getting close enough to use it. In fact, all of them would with Susanoo active.
So that's my assesment: Most of the kages on the field probably don't know the technique. Of them, Tsunade is the most likely to know it, but she's the most valuable member of the team right now. All the rest of the kages are too weak to use it, inable to use it, or not capable of getting close enough to use it.
