Rasengan as an imcomplete move it already seems to be on a par with Chidori, plus you can turn it into Rasenshuriken and own with it.

Chidori is a more flexible technique overall due to all the convenient variations. Rasengan is okay, but seems harder to do lol.

Probably rasengan, just because it's on par with chidori before it's completed with an elemental chakra nature and rasen shuriken is ridiculous.
