Actually if Tobi says that he is no one than that means he is afraid to admit who he truly is in which case Izanami would definitely work on him. Tobi can't dodge amaterasu but can somehow extinguish those flames. I don't really know how he did it but if he used izanagi than he can only use that technique twice. If Itachi outlasts izanagi than he will win.

It doesn't look like he has an identity crisis at all, really. He was calm about it, and even started laughing maniacally when discussing the real Madara's revival.

Itachi could win. If konan could figure out a way to injure him by learning his secret, then there's no doubt that itachi could figure it out too. Tobi even said "if itachi knew my secret I would be dead". I'm not saying itachi would beat him every time, im sure they would beat each other depending on how the fights play out
