Itachi pretty much made his own decisions. He said he had no regrets.
Danzo forced Itachi into it.

Why isn't he going after Tobi? He killed his clan as well. Is going after innocent people.
To be honest the Uchiha clan brought it upon themselves. I mean willing to risk a civil war as well as possibly a Shinobi world war. It couldnt also have been avoided, it seemed the Uchiha were determined to start a revolution.Why not?

He needs to AT LEAST kill the elders. And if i were him, I would still be pissed at the leaf but wouldn't kill them because then i would be killing unknowing children, thus being as bad as they were. They didn't bring it upon themselves. They were supposed to be EQUAL partners with Senju and they were basically told off and oppressed. They only have Madara Uchiha to blame. His ideals about revolting during the first foundings of Konoha was the seed to all of this because he thought the Senju were intent on wiping out the Uchiha.
